If you want to open the second island to the left of the game map, you'll have to complete the mission "The Green Sabre". If you want to unlock the third island which is located at the top of the game map, you'll need to complete the mission titled "Yay Ka Boom
If you use the flying car cheat, I think you can exploit the barriers and unlock the map from anywhere/anytime in the game. yeah i already am using the lock wanted level. oh well i guess when i have nothing to do ill do the missions. thanks for your help guys (no sarcasm intended) Wait, stop.
