It does make a bit of a difference in terms of being able to get closer to the smaller subjects, but it sometimes doesn't allow me to fill the entire frame if the subject is quite small. Would the additional 13mm from the EF 25 II offer

Extenson tubes do not alter focal length - they change the extenion. You can stack extension tubes. You immediately pay a cost in light and working distance but you will eventually pay a price in quality. I have stacked 67mm worth of extension on my Tamron 90mm macro. Quality was good and the camera still autofocused.
